Which legislation was used to encourage the extension of the formal adoption of surnames by Non-European residents such as Cape Coloureds/Cape Malays at the turn of the previous century i.e. the late 19th Century. I know most settler families of European origin were fortunate to use well-known Afrikaner and English surnames, but at what point did Vrye Swartes descendants of Cape slave communities in the urban context, and Cape Coloureds at mission stations in the rural areas started to use fix surnames at the Cape of Good Hope.
